As a seasoned veteran of campaigns and political operations, Joe provides a wealth of knowledge and expertise having worked in a plethora of competitive arenas in political and public affairs. Over this time, Joe has worked on races from U.S. Senate down to City Council in states across the country and overseen virtually every aspect of a campaign.

Prior to starting Cardinal Consult, Joe worked at a national political consulting firm. He’s spent over a decade advising clients up and down the ballot, specializing in political strategy, messaging, and campaign operations. In tough cycles even as many Republicans struggled in the national environment, Joe managed to have a high rate of success – helping win nationally targeted Congressional races, working with PACs to secure targeted wins in critical states, and many other successes around the country.

Additionally, in 2021 Joe also led the political operations for the Virginia House Republicans – successfully regaining the majority in the state House in a blue-trending state.

Joe also has a significant amount of experience in government relations, heading up efforts for overseeing lobbying strategy and implementation, along with stakeholder engagement and public affairs campaigns at the state, local and federal levels.

In 2021, Joe launched Cardinal Consult – a full-service political consulting firm. Through Cardinal Consult, Joe focuses on providing quality consulting to campaigns, causes and clients to help them achieve their goals. Since launching, Joe has continued to serve clients across the country from Congressional and U.S. Senate candidates, to targeted state and local races, to working with private industry and trade associations on critical industry initiatives from coast to coast.

Joe resides in Richmond, Virginia, with his wife and three daughters.
